## Legal Basis

Egypt’s citizenship by investment framework is governed by Law No. 140 of 2019, Prime Ministerial Decree No. 3099 of 2019 and subsequent amendments, including Decrees No. 876 and No. 3562 of 2023. The programme provides qualifying routes through real estate, an investment project, a bank deposit or a non-refundable contribution to the state treasury.

## Costs of Egypt Citizenship by Investment

To qualify for citizenship, applicants must choose one of the following investment options:

## 1) Donation

A non-refundable contribution of USD 250,000 to the state’s public treasury.

## 2) Real estate investment

Purchase qualifying real estate worth at least USD 300,000 using funds transferred from abroad. If the property is disposed of within five years of acquisition, a non-refundable USD 250,000 payment to the state treasury is required to retain citizenship.

## 3) Business investment

## Application Process For Egypt Citizenship by Investment

The expected timeframe for the application process is 6-12 months. The first stage of the document collection can differ in length depending on the applicant’s ability to gather the documents. Our team guides this process with samples and best practice advice.
The reviewal stage is subject to the respective government schedule and can be impacted by factors which we, as authorised agents have no control over. 1. Savory & Partners will pre-screen your passport copy for government pre-approval. The response is in 24-48 hours. A down payment of the professional fees is required to open your application.
2. After you are fully onboarded with Savory and Partners, our professional team will assist and advise you with the collection of the documents required and send it to Egypt’s Citizenship by Investment Unit on your behalf. You will be required to pay USD 10,000 government fees from a foreign account.
3. The government of Egypt will process your application and perform due diligence checks, which includes checking for criminal records and assessing your source of funds. A complete application typically undergoes preliminary review within approximately 3-6 months.
4. Following approval in principle, the applicant may receive temporary residence for six months to complete the qualifying investment and provide proof of fulfilment. Citizenship is granted only after the programme requirements are completed.
5. You will be required to make the investment and submit documents confirming the investment transfer to the government.
6. Your certificate of naturalisation is issued and signed by the Egyptian Prime Minister.
7. After the citizenship certificate is issued, you can now apply for your Egyptian passport.
