## Saint Lucia Citizenship by Investment Requirements

The St. Lucia Citizenship Program was launched in December 2015 and it’s the newest one of the Caribbean programs for citizenship by investment.

To be able to apply for this program you should be at least 18 years of age, in good health, and without a criminal record.

Applicants must make a qualifying investment through the National Economic Fund, an approved real estate project, an approved enterprise project or the National Action Bond.

## Main Applicant Requirements

- 18+ years of age
- Meet the minimum investment for the selected route
- Pass the required due diligence
- Provide full and frank disclosure
- Pay the applicable processing, due-diligence and administration fees
- Provide the required financial-resource declaration of at least $350,000

## Eligible Dependents

- Spouse
- Child of the applicant or spouse aged 21 or below
- Child aged 22-30 who is fully supported by the applicant
- Child of any age with a qualifying physical or mental disability who is fully supported
- Parent of the applicant or spouse above 55 who is fully supported
- Parent of any age with a qualifying physical or mental disability who is fully supported
- Unmarried sibling of the applicant below 18 with parental/guardian consent

## Legal Basis in Saint Lucia

The Saint Lucia Citizenship by Investment Programme is governed by the Citizenship by Investment Act No. 14 of 2015 and the Citizenship by Investment Regulations S.I. No. 89 of 2015, as amended. The current framework includes the Citizenship by Investment (Amendment) Act No. 22 of 2025 and the Citizenship by Investment (Amendment) Regulations S.I. No. 57 of 2026.

## Costs of Saint Lucia Citizenship by Investment

2015’s Saint Lucia Citizenship by Investment Act allows eligible individuals and their families to apply for citizenship by making either:

## 1) National Economic Fund (NEF) Donation

Cash donation to the government’s NEF escrow account

## 3) Enterprise Project - Option 3

## 4) National Action Bond (NAB)

Applicants need to invest in non-interest-bearing bonds. These bonds must be registered under the name of the applicant for a duration of 5 years. The investment amount stated below is for applicants applying with any number of dependents.

## Application Process For Saint Lucia Citizenship by Investment

From the date the Authorised Agent is notified that an application has been accepted for processing, the official programme indicates approximately 90 days to the grant of citizenship, subject to additional checks or information requests.

1. Complete initial assessment and appoint a licensed Saint Lucia Authorised Agent.
2. Prepare the application forms, supporting documents, investment evidence and source-of-funds information.
3. The Authorised Agent submits the application and prescribed fees. The CIP Unit conducts due diligence, interview and identity verification.
4. The Citizenship by Investment Board decides whether to grant, deny or delay the application for cause.
5. After approval, complete the qualifying investment and submit the Oath or Affirmation of Allegiance.
6. Provide the required biometric data. Once post-approval requirements are complete, the Certificate of Registration is issued and the passport process may be completed.

### About St. Lucia
