## TURKISH CITIZENSHIP BY INVESTMENT REQUIREMENTS

Türkiye’s exceptional citizenship route allows eligible foreign investors to apply after meeting one of the investment criteria prescribed by law. The lowest monetary threshold is US$400,000 for qualifying real estate. Other financial and capital-investment routes generally require US$500,000, while the employment route requires the creation of at least 50 jobs. Real-estate and qualifying financial investments are subject to the applicable three-year holding restriction.

## Main Applicant Requirements

- Complete one prescribed investment/qualification and obtain confirmation from the competent authority
- Have no condition constituting an obstacle with respect to national security or public order
- Hold a valid passport or equivalent identity document
- Provide the required birth, civil-status and family documents
- Provide the required criminal-record certificate
- Maintain the qualifying real-estate or financial investment for at least 3 years where the selected route requires it

## Eligible Dependents

- Spouse of the main applicant
- Minor children of the applicant or spouse
- Dependent children of the applicant or spouse

## TURKISH CITIZENSHIP BY INVESTMENT BENEFITS

## Passport Travel Access

Turkish passport holders have visa-free, visa-on-arrival and eVisa access across 130+ destinations based on the current S&P travel database.

## E-2 Investor Visa

Turkish nationals are eligible to apply for U.S. E-2 treaty-investor classification. Applicants must separately meet the E-2 investment and visa requirements; Turkish citizenship does not guarantee E-2 approval.

## Case-Dependent Processing

Investment verification, the investor residence-permit stage, citizenship review and the final decision are separate steps. No fixed total processing period is published by the competent authorities.

## Tax Residency Is Separate

Citizenship itself does not create a tax exemption. Türkiye has no net wealth tax, although a Valuable Housing Tax can apply to certain high-value residences. Tax treatment depends on residence status and the source and type of income.

## No Minimum Citizenship Residence Period

The exceptional citizenship route does not require the five-year residence period used for ordinary naturalisation. An investor-specific short-term residence permit forms part of the investment route.

## Multiple Citizenship Recognised

Turkish law recognises multiple citizenship. Applicants should separately confirm whether their existing nationality permits them to retain their current citizenship.

## Legal Basis in Turkey

Turkish citizenship by investment is based on Article 12 of Turkish Citizenship Law No. 5901 and Article 20 of the Regulation on the Implementation of the Turkish Citizenship Law. Eligible foreign investors who satisfy one of the investment criteria prescribed by the President may acquire citizenship by Presidential decision, provided there is no obstacle concerning national security or public order. Current thresholds include at least US$400,000 for qualifying real estate, US$500,000 for specified financial and capital-investment routes, or the creation of at least 50 jobs.

## COSTS OF TURKISH CITIZENSHIP BY INVESTMENT

Acquiring Turkish Citizenship by Investment is possible by investing in one or more properties in Türkiye. The citizenship program has three stages:

## 1) Investment - Purchase of Real Estate

For the real-estate route, the qualifying property value must be at least US$400,000. The property must be registered with the required three-year restriction on transfer. Türkiye also offers other qualifying investment routes. Please note that for citizenship-purpose property acquisitions, the appraisal/Price Determination Certificate process is handled through WebTapu and the current GEDAŞ/TTB framework.

| Item | Amount |
| --- | --- |
| Minimum required investment | $400,000 |
| REAL ESTATE TRANSFER TAX | 4% total |

## 2) Acquiring a residence permit

Once you complete the real estate transaction, you will obtain the title deed. The Land Registry Office will then prepare a Certificate of Conformity that proves that the investment was made in accordance with the law. You can apply for a residence permit and have the right to renew this until you qualify for citizenship.

| Item | Amount |

| Residence Permit Card Fee | $20 (2026) |

## 3) Receiving passports

After acquiring residence permits, you and your family can apply for citizenship to the Directorate General of Civil Registration and Nationality Affairs.

| EXCEPTIONAL CITIZENSHIP APPLICATION SERVICE FEE | $3 per applicant |

## TURKISH CITIZENSHIP BY INVESTMENT APPLICATION PROCESS

Official government sources do not publish a fixed end-to-end processing period for investment-based exceptional citizenship. Timing depends on completion and verification of the qualifying investment, the investor residence-permit stage, document completeness, national-security/public-order review and the final Presidential decision.

1. Select the qualifying investment route. For the real-estate route, identify one or more eligible properties with a total qualifying value of at least US$400,000.
2. For a citizenship-purpose property acquisition, obtain the required real-estate appraisal / Price Determination Certificate (TTB) through the WebTapu/GEDAŞ process and prepare the Foreign Exchange Purchase Certificate and payment evidence where applicable.
3. Submit the land-registry transaction. The Land Registry Office verifies the deed or qualifying preliminary sale contract, payment evidence, foreign-exchange documentation and the appraisal/TTB values against the statutory threshold.
4. Complete the title-deed registration or qualifying sale-promise annotation and register the required three-year restriction on transfer. The competent authority confirms the qualifying investment.
5. Apply for the investor short-term residence permit under Article 31(1)(j) of Law No. 6458, as applicable to the exceptional citizenship route.
6. Prepare and submit the VAT-4 exceptional citizenship application with the required passport, civil-status, family, criminal-record, residence/investment confirmation and service-fee documentation.
7. NVI evaluates the application and the national-security/public-order review is completed. Where the requirements are met, the file proceeds for the Presidential decision.
8. If citizenship is granted, civil registration is completed and the new citizen may apply for a Turkish identity card and passport.

### About Türkiye

Dominated by Greeks, Persians, and Romans in turn throughout the classical era, what is now Türkiye was once the seat of the Byzantine Empire. After the replacement Ottoman Empire fell in 1918, modern Türkiye was born. It enjoys a strategic position that straddles Europe and Asia.

- The Republic of Türkiye is a parliamentary democracy.
- Ankara is its capital but Istanbul its largest city.
- The head of state is the president and the prime minister is the head of government. Since 2007, presidents of Turkey are directly elected, and the president appoints the prime minister.
- As of 2025, Turkey has an estimated 86.8 million citizens.
- The official language of Türkiye is Turkish, which is the most widely-spoken of the languages in the Turkic family, part of the larger Altaic linguistic group. It is related to Central Asian languages such as Kazakh, Uzbek, Turkmen, etc.
- Türkiye has a total area of 769,604 square kilometers (297,144 square miles).
- The narrow Turkish Straits seaway between the two continents, including the Dardanelles and the Bosporus Strait, is one of the world’s key maritime passages; it is the only access-point between the Mediterranean and the Black Sea. This fact gives Turkey enormous geopolitical importance.
- Türkiye is among the top 20 economies in the world. Although agriculture is still a key industry, the economy relies on industrial and service sector output for its growth.
- The country has oil and natural gas reserves. It is also a key distribution point for Middle Eastern and Central Asia oil and natural gas moving to Europe and to ports for export overseas.
- Türkiye’s coasts have a mild Mediterranean climate, with warm, dry summers and rainy winters. The weather becomes more extreme in the eastern, mountainous region.

### Where is Türkiye?

Türkiye lies at the crossroads between Europe and Asia; it stretches from the northeast end of the Mediterranean Sea in southeast Europe and southwest Asia. To the north is the Black Sea and to the west is the Aegean Sea. Its neighbours are Greece and Bulgaria to the west, Russia, Ukraine, and Romania to the north and northwest (through the Black Sea), Georgia, Armenia, Azerbaijan, and Iran to the east, and Syria and Iraq to the south. The Dardanelles, the Sea of Marmara, and the Bosporus divide the country.
