Concerned about their safety since the Russia-Ukraine conflict, Russian nationals have been seeking second citizenship/residency programs in increasing numbers looking for political and economic stability.  

There are numerous countries that have blacklisted Russians from applying for residency and citizenship by investment, but these countries are for now restricted to Europe and the Caribbean region.

For residency by investment, the most popular programs in the world, the Portuguese, Greek, and Spanish golden visas, as well as the Ireland Investor Program (IIP) and the Maltese Permanent Residency Program (MPRP), are all closed for Russian applicants.  

As for countries that offer citizenship by investment programs, only five currently do not accept Russian applicants, and four of them are the Caribbean nations of Antigua & Barbuda, Dominica, St Kitts & Nevis, and St Lucia, with the fifth nation being Malta in Europe.

Those looking to secure a second passport through investment also have a wide array of options, including Turkiye, Montenegro, Vanuatu, and Grenada, which is the only Caribbean country that is currently accepting Russian applications. 

However, it is important to note that while Grenada does not implement any sort of blanket ban, Russian applications will be considered on a case-by-case basis, taking into consideration political affiliations, location of the applicants and source of funds.
