Malta Citizenship by Investment Requirements

The Maltese Exceptional Investor Naturalisation Policy was launched by the government and started accepting applicants in 2020 after the Maltese Citizenship by Investment program was closed.

To be eligible to apply for this program you must be over 18 years old, in good health and without a criminal record.

In addition, you are required to make a combined investment in a real estate project, contribute to the government and invest in stocks, bonds or debentures.

MALTA | Citizenship by Investment

Legal Basis

Citizens of good standing and their families may be granted full Malta Citizenship under an amendment passed in November 2013 to the Maltese Citizenship Act, Chapter 188 of the Laws of Malta. Applicants are required to contribute to the economic development of Malta, to provide proof of one-year residence in Malta and proof of title of residential property in Malta.

Application Process For Malta MEIN

The expected timeframe for the application process is 12 to 36 months. The first stage of the document collection can differ in length depending on the applicant’s ability to gather the documents. Our team guides this process with samples and best practice advice. The reviewal stage is subject to the respective government schedule and can be impacted by factors which we, as authorised agents have no control over. Savory and Partners collaborates with the government throughout the entire process, and we aim to provide the quickest and smoothest experience for the applicant.

  • Step 1
    Savory & Partners will do an initial background check to make sure you are qualified to apply to the program. Once you pass the qualification process, a down payment of the professional fee is required to start working on your application and move to the next step. We will also assist and advise with the collection of the government required documents and complete the government forms.
  • Step 2
    We will present you with Maltese properties that match your requirements. Your application will be submitted once the purchase contract is signed, the application fees are paid and proof of health insurance for you and any dependents is provided.
  • Step 3
    After the government reviews and accepts your application, you are required to travel to Malta to provide your biometric data. A residence card is typically obtained within a few weeks. You are required to hold this residency for 36 months before you can apply for your citizenship.
  • Step 4
    Once you have obtained your residency, a citizenship application is submitted to the government. At this stage, you are also required to pay the government fees. The Maltese government will perform a background check which takes approximately 6 months before a final approval is issued.
  • Step 5
    You are required to pay the balance of the contribution category within 25 days of the final approval.
  • Step 6
    Within four months of the approval, it is necessary to show a copy of your property purchase agreement, and proof that proper medical coverage is in place. Additionally, the property purchase funds are transferred, and taxes are paid.
  • Step 7
    You and your family included in the application must visit Malta to take the Oath of Allegiance and obtain your certificate of naturalisation. After the balance of our professional fee is settled, a biometric passport will be issued to you.
