France Talent Passport Requirements

The France Talent Passport is a long-term residence permit for non-EU nationals who want to live, work, and build a business in France.

Established under French immigration law, the program supports entrepreneurs, startup founders, investors, and highly qualified professionals contributing to the French economy.

Unlike most European residence permits issued for one or two years, the Talent Passport is granted for up to four years from the outset, providing immediate stability without annual renewals.

Depending on the selected category, applicants may qualify through business creation, innovative startup projects, investment, or professional expertise.

After five years of legal residence in France, applicants may become eligible to apply for permanent residence or French citizenship, subject to meeting integration and residency requirements.

France Talent Passport Legal Basis

The France Talent Passport was introduced as part of France’s immigration reform framework to attract foreign entrepreneurs, investors, and highly skilled professionals. It is established under the French Code on the Entry and Stay of Foreigners and the Right of Asylum (CESEDA), which sets out the legal provisions governing long-term residence permits for economic contributors. Under this framework, qualified applicants who meet the criteria of the selected Talent Passport category are eligible to obtain a multi-year residence permit valid for up to four years. This ensures the program is government-backed, legally structured, and administered through official French immigration authorities, providing applicants with a secure and recognized pathway to European residence.

The financial requirements depend on the selected Talent category. The applicable investment thresholds and government fees are outlined below.

Applicants must establish a new business in France and submit a viable business plan demonstrating economic value.

Application Process For France Talent Passport

The expected timeframe for the application process is 4-6 months. The first stage of the document collection can differ in length depending on the applicant’s ability to gather the documents. The reviewal stage is subject to the respective Government schedule and can be impacted by factors which we, as authorised agents have no control over.     Savory & Partners conducts a detailed eligibility assessment to determine the most suitable Talent Passport category based on your profile, objectives, and business plans.
  • Step 2
    We prepare and structure the required documentation, including professional records, financial evidence, and, where applicable, a business plan and company formation documents.
  • Step 3
    For the Business Creation category, company incorporation in France is initiated and the required capital is prepared for deposit. For incubator-supported startup projects, the business proposal is structured for submission to the relevant French authority or incubator.
  • Step 4
    Once the project is approved (where applicable), the complete application is submitted for the long-stay D visa at the French consulate in your country of residence.
  • Step 5
    After visa approval, you travel to France to complete biometric registration and finalize residence formalities with the local prefecture.
  • Step 6
    You and your family receive your France Talent Passport residence cards, valid for up to four years.
