Belarus Advances Investor Citizenship Proposal

Belarus is developing a draft law that would allow foreign investors to obtain Belarusian citizenship under preferential conditions.

The proposal was reviewed this week by members of parliament during an Expert Council meeting, according to a statement from the Belarusian House of Representatives.

The draft would amend the country’s 2002 citizenship law, although officials have not yet disclosed investment amounts or eligibility criteria.

Specific conditions are expected to be set through presidential decrees rather than within the primary legislation.

The government frames the initiative as a way to attract external investment amid ongoing economic and sanctions-related pressures. The World Bank projects Belarus’s GDP growth to slow to 1.3 percent in 2026.
