Canada’s Prime Minister Mark Carney has discussed the possibility of Canadian citizens living and working visa-free across the European Union with European leaders, according to the Wall Street Journal.
The reported discussions form part of efforts to build a closer Canada–EU relationship, but no agreement granting these rights has been announced.
An agreement could give Canadians greater access to European employment and long-term residence, extending their options beyond short visa-free visits.
The reporting refers to Canadian citizens. There is no confirmation that any future arrangement would include Canadian permanent residents, or whether access would cover all citizens rather than workers in selected sectors.
The wider talks include cooperation in energy, artificial intelligence, defence and critical minerals. However, these discussions do not establish which professions or businesses would qualify for any future mobility arrangement.
For internationally mobile families and entrepreneurs, broader residence and employment rights could increase the practical value of Canadian citizenship. The extent of that benefit would depend on the final terms.
No eligibility criteria, application process or start date have been announced. An EU-wide arrangement would require agreement beyond the individual leaders involved in the discussions.
The wider relationship is also evolving. On 16 September, European Commission President Ursula von der Leyen proposed Canada becoming the EU’s first “associate member”. That status does not currently exist in EU treaties, and the proposal does not itself grant Canadians new residence or employment rights. Reuters.
For now, Canadians planning to move to an EU country must continue to meet the applicable residence and work requirements. The discussions signal a possible future change, rather than a new immigration route available today.
