Canada Plans to Replace Start-Up Visa With High Impact Pilot

Canada plans to replace its Start-Up Visa Program with a new High Impact Start-up Pilot focused on “elite entrepreneurs”, according to Immigration, Refugees and Citizenship Canada’s 2026–27 Departmental Plan.

The proposed pilot aims to support business development and economic growth while addressing issues identified in the existing program. Detailed eligibility criteria and a confirmed launch date have not yet been published.

What Will the High Impact Start-up Pilot Focus On?

IRCC has confirmed that the replacement pilot’s eligibility criteria and simplified processes will focus on elite entrepreneurs. However, it has not defined how applicants or their businesses will be assessed.

There are currently no published minimum investment amounts, revenue thresholds, fundraising requirements or job creation targets for the new pilot. Its application process and the role of designated organisations also remain unconfirmed.

The stated focus suggests a more selective approach to entrepreneur immigration. However, expectations around business performance, founder experience or economic contribution should not be treated as official requirements until IRCC publishes the rules.

What Does This Mean for Current and Prospective Applicants?

The existing Start-Up Visa Program remains paused. Applicants with qualifying 2025 commitment certificates had until 30 June 2026 to submit their applications, and that final window has now closed. IRCC’s Start-Up Visa page confirms the intake restrictions.

Applications submitted before the applicable deadline continue to be processed. The pause does not mean existing applications have been cancelled.

For prospective applicants, the High Impact Start-up Pilot is not yet open. Entrepreneurs considering this route will need the published eligibility criteria and application instructions before they can assess whether their business qualifies.
