Caribbean Nations Propose 30-Day Residency Rule for Citizenship Programs

Five Caribbean nations, Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, and Saint Lucia, have introduced a joint proposal to require all new Citizenship by Investment (CBI) applicants to spend 30 days physically present in the country over five years after receiving citizenship.

The draft framework, published on July 1, 2025, outlines new regional standards under the proposed Eastern Caribbean Citizenship by Investment Regulatory Authority (EC CIRA).

It also includes integration activities such as civic education and cultural orientation. This would mark a major shift from current programs, most of which require no residency at all.

As of now, this is a proposal only, pending public comment until July 16 and ratification by each country’s parliament. If approved, the rule would apply to all new applicants, including dependents.

What’s Included in the Proposed Rule

  • 30-day residency within the first five years of receiving citizenship (non-consecutive days allowed)
  • Mandatory participation in integration programs: civic education, cultural orientation, and community activities
  • Penalties for non-compliance: fines and passport non-renewal
  • Applies to all family members included in the application

The move follows international pressure from the EU, U.S., and OECD to introduce stronger ties between CBI citizens and issuing states. Some governments, like Saint Kitts and Nevis, have already signalled fast implementation, while others await formal legislative steps.
