Starting September 1, Latvia will require third-country nationals without a Latvian-issued residence permit to complete an Electronic Travel Authorization (ETA) before entering the country.
The form must be submitted online at eta.gov.lv at least 48 hours before arrival. Failure to do so could result in fines of up to €2,000.
The requirement applies to travelers entering Latvia with a Schengen visa or a residence permit issued by another EU member state.
Exemptions include citizens of:
Diplomats, individuals on official duty, and Estonia’s “grey passport” holders (stateless residents) are also exempt. Ukrainians, however, are not.

Travelers already in Latvia before September 1 are not required to file the form.
Latvia’s Minister of Interior confirmed that random border checks will be conducted, including along the Estonian–Latvian border.
Travelers may be asked to present ID, with information verified in the system before continuing.
The ETA system will strengthen national security and improve border efficiency while aligning with international travel authorization practices.
