Malta Announces Big Changes to Permanent Residence Program

The Maltese government has announced changes to its Malta Permanent Residence Program (MPRP) through Legal Notice 146 of 2025, published on July 22, 2025. These changes will affect all applications submitted on or after January 1, 2025.

The new regulations are designed to make the MPRP more accessible, cost-effective, and family-oriented, streamlining the application process while adding investment value and practical relocation options.

Key Updates to the Malta Permanent Residence Program

1. Temporary Residence Card at Application Stage

Applicants will now receive a one-year Temporary Residence Permit upon submission of a complete file and successful completion of initial background checks.

This permit allows for immediate relocation, granting access to schools, housing, and local services while the application is being processed. Upon receiving Approval in Principle, the permit converts into a Permanent Residence Certificate.

This marks a significant improvement over the previous requirement to wait for full approval before relocating.

2. Unified Government Contribution

A flat €37,000 contribution now applies across both leasing and purchasing routes.

  • Previously:
    • Leasing applicants paid €60,000
    • Property purchasers paid €38,000
  • Now:
    • All applicants pay €37,000, resulting in savings of up to €23,000 for rental applicants

3. Reduced Dependent Costs

  • No government contribution required for spouses
  • €7,500 for each adult dependent (reduced from €10,000)
  • €2,000 NGO donation remains unchanged
  • €60,000 administration fee, payable in two stages:
    • €15,000 at submission
    • €45,000 upon approval

These changes make the program notably more affordable for families.

4. Immediate Leasing and Subletting Options

  • Property purchasers can lease out their property immediately after purchase
  • Leasing applicants can sublet after five years, provided the subtenant is not another MPRP applicant

These updates enhance the program’s flexibility and increase potential return on investment.

5. Licensing Authority Shift to Residency Malta Agency

Licensing responsibility for accredited agents has officially been transferred from Aġenzija Komunitá Malta to the Residency Malta Agency (RMA).

This change centralizes oversight of the MPRP and aligns the program’s administration under a single, dedicated body.
