Sierra Leone is introducing a USD 95,000 Solo Entrepreneur citizenship route from October 1, 2026, for applicants applying without dependents.
Including the USD 5,000 due diligence fee, the total is USD 100,000. The changes also introduce a joint application option and raise the starting price of Heritage Citizenship to USD 120,000.
The program’s architect, Stephen Barnes, confirmed the revised pricing to IMI.
The Solo Entrepreneur route requires no DNA test and does not allow dependents. Previously, an individual applying without proof of African ancestry paid a base price of USD 140,000 through Fast-Track Citizenship.
The new Enterprise Citizenship route allows two unrelated applicants to apply jointly for USD 80,000 each. They share a USD 5,000 due diligence fee, bringing the combined total to USD 165,000. Neither applicant may include dependents, and a separate notary session costs an additional USD 1,000 if required.
Heritage Citizenship, which requires proof of African ancestry through a DNA test, increases from USD 100,000 to USD 120,000 before due diligence fees.
For an individual applying alone, the new Solo route costs USD 25,000 less than Heritage Citizenship, including due diligence. However, Heritage continues to accept dependents, making it the lower-priced family option for qualifying applicants.
A Heritage application covering a main applicant, spouse and two minor children now costs USD 155,000, including due diligence. The equivalent family application through Fast-Track Citizenship costs USD 175,000.
Fast-Track’s base price remains USD 140,000. It continues to accept dependents without requiring a DNA test.
The USD 30,000 Business Partner add-on has been renamed Plus One. It allows a Fast-Track or Heritage main applicant to include one unrelated adult. Company incorporation, previously bundled with approved applications, becomes optional.
Citizenship remains subject to the President’s discretionary authority under Section 27A of Sierra Leone’s Citizenship Act 1973. According to the Master Agent’s materials, proposed legislation to codify the citizenship route remains pending.
