St. Kitts and Nevis Launches Biometric Passport Modernisation Program

The Government of St. Kitts and Nevis will officially begin rolling out its National Biometric Enrolment and Passport Modernisation Program on 14 April 2026, introducing a new biometric enrolment process for citizens and future applicants.

According to the official memo issued by the Citizenship Unit, the program is being launched in partnership with the Ministry of National Security, Citizenship and Immigration and is aimed at upgrading the country’s passport system to meet modern international security and travel standards.

What Is Changing?

Under the new program, biometric data collection will become part of the passport process.

The official memo states that the biometric data to be collected includes:

  • live facial image
  • fingerprints
  • digital signature
  • secure passport data capture

The government says the initiative is intended to ensure that St. Kitts and Nevis remains aligned with international civil aviation and security requirements as biometric passports continue to become the global standard.

What It Means for Existing Citizens

For citizens who already hold a St. Kitts and Nevis passport, the new program does not affect citizenship status.

Instead, it is a passport modernisation measure. Passports issued before 14 April 2026 will remain usable during a transition period running until 31 July 2027.

However, all citizens acquired through the Citizenship by Investment Program will be required to complete biometric enrolment within that transition window.

The memo also makes clear that dependants, including children, will need to complete enrolment in accordance with age-appropriate international standards.

What It Means for New Applicants

For new applications submitted on or after 14 April 2026, biometric submission will become mandatory at the approval-in-principle stage.

This means biometric enrolment will become part of the standard application process for future applicants moving forward.

Approved Biometric Enrolment Centres

To support citizens across multiple regions, the government has identified the following approved biometric enrolment centres:

  • Basseterre, St. Kitts and Nevis
  • Ottawa, Canada
  • London, United Kingdom
  • Abu Dhabi, United Arab Emirates
  • Taipei
  • Rabat, Morocco

Additional officially designated government collection centres may be approved in the future.

Further Guidance Expected

The Citizenship Unit said a separate circular will be issued in the coming weeks with more detailed information on the biometric process, including fees, procedures, and appointment scheduling.

Authorised agents are also expected to receive additional operational guidance ahead of the program’s launch.
