The United Arab Emirates has expanded its Golden Visa program to include philanthropists contributing to Islamic endowments (waqf), granting them ten-year residency under a new humanitarian category.
The initiative was formalized on October 17, 2025, and falls under the “financial supporters of humanitarian work” classification, which recognizes individuals who make substantial contributions to community development.
To qualify for the Golden Visa under this category, applicants must:
Applications can be submitted via GDRFA Smart Services or Amer Centres in Dubai, with supporting documentation and proof of contribution required.
Awqaf Dubai will nominate eligible donors, while GDRFA-Dubai issues residency permits following approval. A joint committee will oversee implementation and evaluate outcomes.
The new category reinforces the UAE’s commitment to embedding philanthropy within its long-term residency framework.
It honors waqf donors for their role in supporting education, healthcare, and community development, while promoting a culture of sustainable giving.
Officials emphasized that the initiative aligns with Dubai’s vision to make endowment work a central pillar of social and economic development, strengthening the culture of responsibility and inclusion.
