Vanuatu’s Parliament has approved the Citizenship Amendment Act 2025, a major legislative reform aimed at making the country’s Citizenship by Investment Program fully independent, transparent, and free from political interference.
The amendment, passed with 36 votes in favour and 10 abstentions, follows growing calls to protect the integrity of one of Vanuatu’s most vital economic pillars.
It establishes safeguards to ensure decisions are made independently of political influence, while reinforcing due diligence and oversight standards across the program.
The Citizenship Program continues to play a key role in Vanuatu’s economy, generating approximately $115 million in the first eight months of 2025, more than double its annual target of $57.7 million.
Under the new law, all Capital Investment Immigration Plan (CIIP) and Development Support Program (DSP) agents will be required to register and comply with stricter operational guidelines.
The reforms aim to strengthen accountability, enhance transparency, and prevent individuals with criminal records or Interpol Red Notices from acquiring citizenship.
The government described the move as a critical step in preserving the country’s international reputation and ensuring that Vanuatu’s CBI framework continues to meet global due diligence and compliance standards.
