Cyprus’s expedited investor permanent-residence procedure is available to third-country nationals who make a qualifying investment of at least €300,000 and meet the policy’s income, criminal-record, health-insurance and source-of-funds requirements. The current policy does not require a three-year bank deposit.
The residence right is of unlimited validity for the holder and adult dependants. Adult residence cards are valid for 10 years and are replaced on expiry.
The permit can cover a spouse and children under 18. Qualifying unmarried students aged 18-25 may apply separately if they remain financially dependent.
Applicants may qualify through new residential property, other real estate, a Cyprus company investment or qualifying collective-investment units, from €300,000.
Applicants living outside Cyprus must take up residence within one year of approval. The permit ceases if the holder and dependants are absent from Cyprus for two consecutive years.
The applicant and spouse may hold shares in Cyprus companies and may act as unpaid directors. Employment is generally restricted, except for director employment in the company used for the qualifying company-investment route.
CYPRUS | Residency by Investment
Cyprus investor permanent residence is granted under Regulation 6(2) of the Aliens and Immigration Regulations and the current expedited investor policy, 4th Revision, effective 2 May 2023. Applicants must satisfy one of the qualifying investment criteria and the applicable quality criteria. Complete applications are examined by the Migration Department under the expedited procedure and are submitted for decision to the Deputy Minister of Migration and International Protection. The residence right is of unlimited validity; adult residence cards are replaced every 10 years.
