About the program
The Montenegrin citizenship by Investment program officially started taking applications in late 2019.
To be able to apply for this program, you should be at least 18 years of age, in good health, and without a criminal record.
In addition, you are required to invest in government-approved real estate projects and make a contribution to the government development fund.
The citizenship program of Montenegro is scheduled to end on December 31st, 2022.

Program process
The expected timeframe for the application process is 6 months. The first stage of the document collection can differ in length depending on the applicant’s ability to gather the documents. Our team guides this process with samples and best practice advice.
The reviewal stage is subject to the respective Government schedule and can be impacted by factors which we, as authorised agents have no control over. Legal basis
Based on article 17 of the law regarding Montenegrin citizenship (“Official Gazette of MN”, no. 13/08), the Government of Montenegro, on the conference on the 20th of May 2010 passed the decision that defined the criteria for determining the scientific, economic, business, cultural and sport interest of Montenegro for the acquisition of Montenegrin citizenship by admission.
Based on clause 3 of the law:
It is of particular importance to the economic interests of Montenegro to grant citizenship to persons:
– that have invested capital in Montenegro by the formation of a business enterprise which will directly benefit the economic development of Montenegro;
– that have directly invested capital in Montenegro or is donating funds;
– that is an acclaimed expert or investor of excellent reputation.
A particular act determines the conditions for the existence of a special business and/or economic interest for Montenegro, by clause 1 of this Article, executed through an organ of the Government administration responsible for finances.

Q: Can I include my family when applying for Montenegro Citizenship by Investment Program?
Yes, you can include qualified members of your family in the application or add them after you have obtained your citizenship for an additional fee. A qualified family member can be a spouse, children over 18 which are financially dependent on the main applicant or children below 18.
Q: Are there any interviews, language tests, or work experience requirements when applying for Montenegro Citizenship by Investment Program?
No, there are no requirements for a language test, work experience or an interview.
Q: Do I need to visit Montenegro before obtaining my citizenship?
You are not required to visit Montenegro before or after obtaining your citizenship, you are, however, welcome to visit and explore the country.
